So, it’s all about the free market unless someone chooses to plant their acreage in trees-then they get all the water they need? That’s just not how water rights work.

It’s all about the free market including rice vs. almonds. But if water could simply be bought and sold without losing future rights to the same water, the rice farmers would mothball their operations and sell their water to the orchards. Because more value, more utility to the public good, and more money, all are on the line here and rice is too water intensive considering that it’s just a staple.
