A Honduran crosses the Rio Grande into El Paso, and asks the nearest uniform for asylum. A name is taken, a number given, and the Honduran is sent into Juarez to wait for attention. Juarez has the second highest murder rate north of Panama. Honduras is first. There are no safe countries now.
