Rudy’s best moment was that he noted that the death toll would be more than any of us could bear. The reality is that Rudy’s failures in the years prior to 9/11 made the death toll significantly worse among first responders. The radio issue was something that should have been resolved years earlier, but they couldn’t implement a working system so calls to withdraw from the towers due to concerns about collapse went unheeded, even after the first tower fell.
Siting the OEM in 7WTC was a huge mistake, especially since the WTC complex was already targeted by terrorists in 1993, and they came incredibly close to taking the towers down then - had they detonated the bomb in a slightly different position, it could have severed the high pressure gas lines that feed the complex, causing a far more devastating explosion and fire.
But Rudy wanted OEM near to City Hall, instead of at a secured location elsewhere - like Metrotech in Brooklyn where the 911 call center is located, or in some other part of NYC that could handle emergencies should there be a problem at one of the most visible and previously targeted sites in the nation.
Rudy has been noun, verb, 9/11 ever since.
