No. Not a foreign concept. They just believe everyone else needs to take personal responsibility.

It’s they way they counter the idea that some people are a result of their past or a result of genetics or a combination. They desperately want psychology and cognitive science to be wrong and their gut feelings of ‘common sense’ to be a valid and absolute guide to reality.
