What states could do is let local governments create publicly owned ISPs. We have one in Frankfort, Ky, and it won’t be throttling content.

Some states forbid that. Marsha Blackburn’s state comes to mind. And they LOVE that the state can’t do anything for its citizens. There is literally nothing republican’s don’t want to fuck you over for.
