My problem is that in our new office space, I have switched from a standard office chair with a cushion seat, to a Herman Miller chair with mesh. I can no longer smother the sound of farts in the cushion. AND I now have people sitting right outside my office.

If that chair is metal mesh, you could rig a flourescent light ballast to provide a potential cross a couple layers, forming a simple “scubber”.
