Why isn’t National Anthem Day on July 4th?

Ooooh! Ooooh! I know!!

March 3 is the anniversary of the official adoption of “The Star-Spangled Banner” as the national anthem: a resolution signed into law by President Hoover 3/3/1931.

Why it took so long, I dunno: complaints from singers about the awkward range??
