Things took an odd turn, however, when it was discovered that Mr. Moss’ first official act was to hack the Homeland Security payroll database and set his salary at $200 billion a month. Sources say it took several months to detect the hack, as it was, as one highly placed official put it, ‘just a drop in the bucket. We thought it was just TARP money.’”
