Pakistan might be lucky in realizing this (training/supplying terrorist orgs ends up biting you in the ass) before it truly destabilized the government.

A secular-leaning Pakistan government is never going to be a true ally of Al-Q or the Taliban. They, at best, would be of temporary use to them as a weapons and training ground supplier while they went after what was perceived as a common foe.
