the McConnell theory—House investigates, indicts, Senate refuses to try or sham votes
It would have to be a sham vote… but from what I’ve read on the Senate rules on impeachment, a lot of the process is out of McConnell’s hands.
The notice of impeachment goes to the Secretary of the Senate who then is required to immediate inform the House that the Senate is ready to hear it. The Chief Justice is sworn in as the presiding officer of the Senate, who then gets to control the trial. Roberts, I think, understands the historical importance of a presidential impeachment and I don’t think he’d let McConnell ratfuck the proceedings.
