The purpose of releasing the report TO LAW ENFORCEMENT AGENCIES was to give them background information on the extremist groups, and a heads-up about possible areas that might bear watching. It was not intended for release to the general public.

No matter how many times this is pointed out, people just don’t want to hear it.
