I’m not punishing people who save.

I’m “Punishing’ the children of people who become extremely rich and yet have done nothing to earn that money themselves.

In essence, creating no incentive to save. Increased death taxes are unpopular and probably not very effective, in that they would not raise revenues in any meaningful manner.
