Yes, and yes. I expect the rulings to be, respectively: Congress overstepped its authority in delegating to the EPA, the administrative state is dead; and, the return-to-Mexico program must remain in force, though my crystal ball can’t foresee what fucked-up legal reasoning the Calvinball Court will pretend to use to justify it.
