Well, that depends on where the television stations are located. Recall that VHF TV antennas were sold as these boxy square things which were omnidirectional. Rotating directional antennas are a whole lot more expensive.

TV antennas are always directional—Yagis mainly, although Radio Shack liked Franklin Feeders. If you didn’t have a rotator, you didn’t want the really directional ones, but you needed some directionality to avoid receiving as many reflections—ghosts—as you could. FM radio too, though there the problem is called “multipath distortion” rather than “ghosts”.
