He didn’t fold. They called his bluff, and he did not have a strong enough hand to win. Pelosi and Schumer laid their cards on the table and Trump couldn’t beat their hand.

Folding implies that he knew he had the weaker hand and thus gave up.

Folding would also imply admitting defeat and we know he can’t/isn’t doing that. .
