I think they’ve recently begun to implement more stringent building codes. Nothing like those on the west coast, but better than what they’re required up ‘til now.

Which still leaves all those existing buildings vulnerable.

And the geography of the east tends to conduct earthquakes over longer distances. The New Madrid quake was felt as far away as New York, where it still broke windows, while the San Francisco earthquake of 1906 wasn’t noticed more than a few hundred miles away. Cities like New Orleans, Chicago, Detroit and Washington are at high risk, and none of them enforce much in the way of earthquake resistant building codes.
