Yes and no. The State boundaries are arbitrary and thus the Senate and Electoral College are effectively gerrymandered by design. The only real difference is that it happened a long time ago and is maintained mostly through white people’s greater economic freedom, willingness and ability to live in areas with fewer services. Also, combined with a toxic subculture of wound collecting and wallowing in racial grievance that blames the economic decline of those same areas on the “other.”

Except that the “subculture” that keeps so many “red” states so “red” isn’t really a “sub” culture, but the cultural mainstream in those places.
