There is an equation people have in their heads, namely more policemen = better police protection. But it depends on the quality of the police force, and at some point, I think we have reached the point of diminshing returns: namely that one bad cop can undo the benefits of a dozen good ones.

The LAPD was an early case in point in that respect: the Rodney King affair led to the OJ Simpson getting let off because hs lawyers got the jury to doubt the honesty and comptence of the LAPD.

Don’t forget the Rampart division of the LAPD. A lot of California’s tobacco lawsuit money went to pay for lawsuits because of those guys, IIRC.
