This problem didn’t start in 2010.

Remember what happened in 2009? Why did the Republicans successfully tie Obama’s hands in 2010? Because in 2009, under Pelosi’s leadership the House didn’t pass a Budget as it ought to have, and so we had to live with wrangled continuing resolutions.

There’s a deep problem here. Institutionally Congress is not showing the ability to change with the times. And that is why we are getting stuck with unsolved issues that call for legislation but which languish in no-man’s land.
