Leaving aside the resolutions/rule of law dichotomy, isn’t Inhofe implying that there are times when it wouldn’t be a crime to target cultural sites?

It’s late and I’m a bit rusty on my laws of war, but the only way how cultural property would be a possible target of attack would be if the opponent provably uses the blue shield to protect legitimate targets, and then only on a case-by-case basis, and not in response to other HC/GC violations by opponents.
