I’m guessing they’re including Suite B encryption. Half of NSA’s mission is Information Assurance, which is developing guidelines and systems for encryption and best practices for hardware and software security. It’s a set of publicly available standards so there’s no hidden back door (if the NSA can break it, that means that it can break any 256 bit AES or the like).
