The idea of healthcare reform enjoyed support in the same range, and even portions of the ACA had support approaching or exceeding that level. But when you started talking the specifics, particularly if those specifics called for people paying taxes or fees, the support plummeted.

Same thing with DACA, 80%+ of American voters support it in principle, support allowing Dreamers with jobs and clean records to stay here. But once you get into the actual details, particularly if such will involve spending of any kind, expect that number to drop.

And tends to plummet even more particularly once you actually attach party support to it. A lot of “conservatives” support a lot of liberal policies in the abstract right up until you tell them that Democrats support and/or push it.
