I spent 10 years in Albany NY. We had some epic blizzards, but never lost power or water in any of those events.

For the rest of my life, I’ve been in the NYC metro area - either NYC proper or Northern NJ, and we’ve had some epic storms too - Blizzard of 1977 (no power loss) the 2003 blizzard (no power loss), or more recent storms, including Sandy. Luckily we didn’t lose power, and in those few events where power did fail, it was restored in under 24 hours. Many others saw power lost for far longer as the grid was disrupted - physically broken due to the storm as power distribution lines, substations were damaged/destroyed/flooded. That took much longer.

This Texas snowstorm didn’t destroy the distribution system. The failure was entirely at the point of generation. And then everything unbalanced because demand outstripped supply.
