ISTR that the Brits were the first to use concentration camps during the Boer War.

The Boers were successfully using guerrilla tactics at will against the Brits.

So the British rounded up the Boer women & children into concentration camps and literally let them starve until the Boers fighting the Brits surrendered.

The same tactics were used in Kenya during the Mau Mau rebellion.

The British got the idea from General Maximiliano Weyler y Nicolau, the Spanish General sent to quell the rebellion in Cuba. “Concentrate” all the rebels’ women and children in Campos Renconcentrados along the rail lines so they could be easily supplied, and soldiers could be rushed to any of them to foil any rescue attempt.
