The point of being conservative is to oppose progress, so no. At least in the US, the natural and proper function of a center-right party is to keep the center-left party honest by providing credible opposition.

Presently, the GOP is failing to provide that function.

The conservatives were even wrong about the way we should confront the USSR. The USSR was on the brink of collapse and the right wing funded a military build up that was not needed and did not cause the collapse of the USSR - it was already on the brink of collapse and unable to feed itself since the 70s.
