ONe of the things I’ve tended to learn is that Steny Hoyer, despite being ostensibly House Maj. Leader, rarely ever actually speaks to the voice of the actual Dem caucus in the house the same way Pelosi herself does. He almost always stalks well to the right of the rest of the House Dems.
