You don’t just download 70TB of data. In fact Amazon has an appliance called a Snowball for moving 50TB of data. 70TB would require two snowballs or a server truck called a Snowmachine.

You do if it’s done using a widely distributed botnet. Now, collating all that data could take some time, unless the distributed agents were moving it into a common cloud storage container. And 70TB would be a hella expensive storage container.
