“Healthcare as a right” is something that is covered by the Constitution under “promoting the general welfare”.

It is in the national interest to have a health population and work force, and the best (and ultimately least expensive) way to guarantee that is through universal healthcare.

Wingnuts tend to skim past that “general welfare” part to the II Amendment.

That said, the Preamble of the Constitution is a statement of aims. No court has ever cited the Preamble in litigation.
