The problem for the Presidency (not the other offices) is the winner take all nature of the Electoral College. Let us suppose a country has 3 states each with 30 million people and each state gets 1 vote. In State A 30 million all go to Candidate A, state B 30 million are split 14 million Candidate A, 16 million Candidate B, state C also has 14 million Candidate A and 16 million Candidate B. So Candidate A wins 58 million votes or 64+ percentage of the vote but loses. The only real way to represent the voters is to do away with the Electoral College and have a proportional vote.
