“no confirmation that anyone has been killed because of the program” is a very weaselly way to frame it. Sure, the Taliban may have continued fighting regardless of the program, but the extra money probably helped support their actions. Plus, it’s entirely possible that the program may have convinced the Taliban to keep fighting instead of negotiating some sort of peace.
