It’s what he wants to pretend he does anyway. In the past he flirted with crowdsourcing funds to send retards to fight in Syria. The only problem is that his entire plan basically violated 18 U.S. Code 956 - Conspiracy to kill, kidnap, maim, or injure persons or damage property in a foreign country.

In reality he only wishes he ran a mercenary service, he’s less of a sell sword than one of those foam pool noodles in a sewage treatment tank.
