So I go outside. There is a goat standing on the steps, chained to the yard.

Call the person back. “We have an ordinance against livestock in the village, but we don’t have any way to enforce it. Would you like to volunteer for the open village marshal position?”

A bunch of not very nice statements about why the village government is not enforcing ordinances followed. For that, we need a marshal and a municipal court (costs money), or we need to contract with the county sheriff to enforce our ordinances (costs money).

Costs money is where the argument usually ends. So now I have a goat across the street.
