It is also a counter measure to losses being incurred. When done correctly it is a good mechanism for investment. When it is abused (like most things) is when the issues arise.

Most stock broker companies have rules in place that do not allow stock brokers to short stock anymore unless it goes through several layers of checks from their compliance office.

What you should be worried about are derivative debt holdings being used like they were prior to the 2008 collapse. That is the real issue. What you mention is really much to do about nothing.

I think the stock market ought to be used entirely to reward people for responsibly investing in good companies. Something like shorting is openly calling for abuse; trusting that people won’t do it in this case is what gets us 2008. Shorting is the AR-15 of the stock market.
