Are we saying that a President could literally give everything away to our enemies by declassifying the information and there is nothing that could be done until after the fact, when it’s too late?

Like when he invited Kislyak and Lavrov to the Oval, and told them about an Israeli spy who’d worked his way into Al Qaeda?
