“Queen City” is a term which is often used to describe a city which is the largest city in a country, state, province, or territory, but which is not the capital.

There’s an extensive list of “QUEEN CITIES” in the USA

Except Regina, which was named after Queen Victoria (Victoria Regina), is the capital city of Sask and was designed as such.
