The environmental part is actually heavily indicated in that study. It talks about them being attracted to socially conservative positions because of the simplicity of the ideas, and about how those with lower ‘cognitive ability’ tend to have less contact with those of other races.

So it’s not making anything like a genetic deterministic argument.
