Did Issa lose his race?

According to the California Secretary of State’s website, he won by 2,690 votes (which was good enough for 50.4% of the vote in the two-person run off). I read an article a week or two ago, don’t know where, about Orange County trending blue - they pointed to Issa’s race and apparently according to their analysis, he won because of voters in San Diego County (his district splits south Orange County and north San Diego County).
