Yes, exactly. As a thought experiment the rule can be reversed: Imagine you’re about to photograph a perfectly laminar waterfall from the side, with the sun low on the horizon on the opposite side. Now the reflected light off the surface of the waterfall will be polarized vertically and you need to set the optical polarizing filter along the horizontal plane to cancel out the glare.
