Republicans have demonstrated that they are 1. incapable of passing laws on their own at the national level and 2. incapable of overturning popular laws implemented by Democrats (see Obamacare)

They came within one vote of overturning Obamacare; it was only Trump’s overt hostility to McCain(and McCain’s knowledge of his fatal illness) that saved the legislation. McConnell allowed Susan and Lisa to vote against his bill because he was confident he had the votes to overturn the ACA; he was blindsided by McCain, who had given no prior hint of his intentions.
