All kidding aside a good enemy gets people all nice and jingoistic, which is handy for passing whatever particular policy you favor. People are harder to sell if they’re not pissing their pants.

I suppose that’s one way of looking at it. Sounds a bit “conspiracy theory-ish” to me, though.
