My statement about (hard) drugs was statistical. That’s simply what usually happens in the end, in practice.
But that was also what usually happened “in the end, in practice” during the days of Prohibition (1920-1933). Banning desirable substances hasn’t worked very well.
With drugs, hard and soft, some European countries and a few progressive states have adopted models that go beyond simple law enforcement and punishment. Some combo of decriminalization and treatment seems to be more promising than the current War on Drugs.
