Helms was as close to being an outright fascist as any member of Congress in living memory. Unlike many southern racist senators and reps, he made a point of dabbling in foreign policy. He was probably the most influential supporter of apartheid South Africa in the US, he was a great friend and defender of Pinochet, and he even supported the Argentine fascist junta’s ill-fated invasion of the Falkland Islands.

He was also anti Israel until he decided he hated Arabs more than he hated Jews.
