I really think that the driver was Trump’s concern about his own revenue streams: his properties are heavily leveraged and there is only so much slush fund that he can dip into without it being noticed, even with Mneunuchin running cover for him…

That may have been the driver for him, but the governors and mayors of the nation were willing accomplices in most cases. It is probably a mixed blessing for Northam that VA’s constitution bars him from consecutive terms, because the way he’s handled this crisis would almost guarantee he’d lose a reelection bid.
