Yes. Sit-down dining only (maybe) works if everybody is following the rules perfectly. As soon as two tables decided to get together or people start showing up without reservations and hang out until they can be seated, it’s going to be hard to get back into ‘acceptable risk’ territory.

no one is going to eat with a mask on
if anyone has the virus (customers or staff - knows it or doesn’t)) and exhales enough
no matter how you distance the tables…
- air circulation will take the virus everywhere
