Is it possible that Trump didn’t really commute Stone, and just wanted the announcement? He’s tried that before…

Or, a simpler explanation might just be Trump Administration SOP: The Orange Anus made a well-publicized BFD about commuting Stone’s sentence, then left it up to some flunky (Bill Barr, probably) to actually DO the paperwork, not knowing or caring what procedures actually had to be followed (and over a weekend, besides). These folks really don’t do “procedure” very well…
