OK, so one old rich dude who bought influence to get the permit gets all the cash for potentially contaminating the whole region. It seems to me, there should be some kind of mining rights in reverse for the people in the surrounding area.
If it was an oil or gas field, the people in the area would share in the cash flow, it wouldn’t just all go to the one guy who owned the few acres where the pumps were located. So when someone is dumping waste that affects the value of the land in the surrounding region, everyone nearby should share in the cash that is generated.
