Look at what the Uvalde Police Department did when they were under stress. They did fall back on their training and their understanding of their job.

Rather than stop the shooter, they attempted to control the local population. Because they, just like the Ferguson, Mo Police Department understood their job was to control the local population. Not protect them.

Militaries whose job is to control the local population rather than protect them also collapse like this.

I generally call these organizations corrupt. Because they lie to outsiders about their mission.
