Ah, I goofed on what his first EO was. He signed an inordinate amount those first few days.

In retrospect, those EOs were a tacit admission by Trump’s regime to the GOP leadership’s dysfunction to do anything beyond barely confirming his cabinet appointments, rubber stamping Gorsuck (and the equation would have been the same, regardless of the nutjob he nominated) and putting up multiple ACA repeal attempts that ultimately failed at the last minute… and Trump wasn’t going to help them.

And that heavy dysfunction by the GOP leadership is why he can act without the remote fear of being Amendment 25’ed.
