Much like Comey was criticized for doing, Barr took it upon himself to pass judgment that the evidence was insufficient to warrant prosecution.

He hangs no findings all on Mueller saying Mueller came to no conclusion and that is it. He knows Mueller said it wasn’t his job to make a conclusion and charges. Portman is just hiding in the wording for cover.
