And it’s not just Federal facilities. An old chemical plant was being redeveloped in Austin a few years back and they were running new utility trenches across it. A trackhoe operator hauled up an old vessel containing picric acid, then knocked it away from the spoils pile with his bucket. It detonated spectacularly, disarticulating the trackhoe operator into various pieces/parts over a wide area.
